Jimmie Melissa “Missy” Holbrook is a native of Franklin County and graduated from Franklin County High School in 1976. She received a Bachelor of Science degree in 1985 from Brenau College and a Master of Arts degree from Central Michigan University in 2003. Missy served for 7 years as a Probation Officer for the State of Georgia. In 1992, she was elected as Clerk of Superior and Juvenile Courts of Franklin County and served for 28 years before retiring in 2020. Missy also taught Criminal Justice at North Georgia Technical College.

Her passion for service led to her election in 2023 as the Mayor of the City of Carnesville, where she currently serves.

Missy also serves as an Elder for Word of Life Christian Center in Carnesville and as a board member on the Franklin County Industrial Building Authority. She has previously served as a board member for Habitat for Humanity and Leadership Franklin. Missy has been married to Greg for 27 years and has two sons and one grandson.
